Janet Napolitano – America’s Most Fiscally Irresponsible Governor
– So Says the CATO Institute.
This week, The Cato Institute released Policy Analysis No. 581: Fiscal Policy Report Card on America’s Governors: 2006, which ranks Janet Napolitano as the Most Fiscally Irresponsible Governor in the nation. The Analysis confirms what most of Arizona has known for four long years.
According to the Policy Analysis’ Executive Summary: “This report presents the findings of the Cato Institute's eighth biennial fiscal policy report card on the nation's governors. The report card's grading is based on 23 objective measures of fiscal performance. Governors who have cut taxes and spending the most receive the highest grades. Those who have increased spending and taxes the most receive the lowest grades.”
For 2006, nine governors received F’s including Governor Janet Napolitano, who received the lowest score, a 43. Upon learning of the report, Mr. Hess was quoted as saying, “It appears that Janet not only did her best with education, taking us from 44th to 50th, but she did her best with the budget and taxes as well, taking us from 25th in’02 to 50th in ’06.” Mr. Hess continued, “If elected, my hope and goal would be to earn a 90+ score with a return to limited government, economic freedom, and personal responsibility.”
